A High Consequence Area (HCA) is a zone surrounding high population locations, such as apartment buildings and schools, in proximetry to high-pressure pipes. The US Department of Transportation requires utilities to report pipe footages inside HCAs as part of its Distribution Implementation Management Plan (DIMP) reporting. By diagramming affected buffer zones and pipe lengths, operators are able to efficiently validate reports and prioritize pipe replacement projects.
